for professional communication and understanding of the significance of KM
for libraries. It gives a voice to KM on a global scale and follows the
developments in KM, promoting its practical implementation within the global
library community.

The 2013 WLIC Conference

The annual IFLA World Library and Information Congress (WLIC) provides an
opportunity to present innovative models, case studies and
research.  Delegates and speakers from all parts of the world come together
to discuss new developments and successful practice in libraries. The
conference motto for the 2013 Conference in Singapore is: "Future Libraries:
Infinite Possibilities"

The IFLA Knowledge Management Section invites librarians and knowledge
managers to submit proposals for papers in a 2-hour session at WLIC
Singapore, 17-23 August 2013.

The IFLA Knowledge Management Section invites librarians, informationist,

2-hour session at WLIC Singapore, 17-23 August 2013.

The KM Conference Programme

"Open Access (OA) in the context of full lifecycle of Knowledge Management"
is the KM Section’s theme for its 2013 Open Programme during the
conference.  Singapore provides a very multicultural context and thus the
perfect place for exchanging and sharing ideas about infinite possibilities
of KM.

We are looking for speakers who can highlight use of KM, from a global and
theoretical perspective but also with a practical aspect.  The focus should
be on Open Access movement in the intersection of both KM theory and
practice in the context of KM lifecycle: knowledge creation, organization,
dissemination and preservation. We would like to give special focus to best
practice in the Asia Pacific region.

The sub-themes are:

-         The 21st century KM trends and opportunities for OA

-         Knowledge creation and knowledge sharing across boundaries of
language, culture and technology

-         Innovative use of open technology to support knowledge
sharing, team-based research and e-learning

-         Case studies in application of Knowledge Management tools that
support the success of OA in library and other information services settings

-         Offering efficient and user-friendly services based on KM and OA
principles

-         Advocacy and coordination OA in the full lifecycle of KM

-         Achieving KM competencies, and OA awareness beyond the profession
through empowering librarians and other information professionals

-         Promoting OA in cooperating with international organizations, and
knowledge founders, knowledge producers and knowledge communicators

[KMDG-L] Next ISKO UK afternoon event "The power of social media to support knowlege sharing"

Tuesday 19th March 2013, 14.00 – 18.00, at the British Dental Association, 64 Wimpole Street, London, W1G 8YS.

Dear Colleagues,
How do you view the rising tide of social media - a threatening flood of trivia, or an opportunity for knowledge to be shared more imaginatively than ever before? Either way, there's a chance to get on top of the flow at our next afternoon meeting.

In most organizations there is a desire to develop more effective knowledge sharing and a culture of collaboration, but little recognition of what this means in terms of staff development and overcoming barriers to change. The enormous growth of social media tools and social/professional networks over the past few years has created new opportunities and new challenges for people and organizations that want to embrace this dynamic world of social interaction and fluid knowledge flows. However, it is not widely recognized that collaboration and knowledge sharing are skills and practices that rarely get taught

Participation in social media is something we may learn on the job in a hit or miss fashion. Some people are natural at it. Others struggle to understand it.At the next ISKO UK afternoon meeting "The power of social media to support knowledge sharing", the first sessionexplores social media tools and social networks, and their context for peer engagement and knowledge sharing, and the Internet as an evolving ecology. Speakers are David Briggs of Kind of Digital, and Richard Hare of Flare Consulting. In the second session, Steve Dale of Colabor8now and Virginia Henry of UnLtd (The Foundation for Social Entrepreneurs) will describe new roles and skills, and overcoming barriers to knowledge sharing and building a culture of trust. The afternoon will end with a Panel Q&A session followed by wine and nibbles.

You will find the programme and other details of the event, and can register until March 14th via the ISKO site http://www.iskouk.org/events/social_networking_March2013.htm. The event is *free* to ISKO members and to full-time students.

The fee for non-members is just *£40*. All fees must be paid in advance - there is no provision for payment on arrival. Registration opens at *1.30* and we shall start promptly at 2 p.m. Please pass this invitation on to any colleagues who may be interested.

Our AGM precedes the meeting at 1pm; Members are urged to attend and non-member observers are welcome

ISKO is a not-for-profit scientific/professional association with the objective of promoting research and communication in the domain of knowledge organization, within the broad field of information science and related disciplines. [KMDG-L] UNESCO Releases "Policy guidelines for the development and promotion of open access" and "Guidelines for open educational resources (OER) in higher education"

Swan, Alma (2012). Policy guidelines for the development and promotion of open access. UNESCO, Paris, 2012. http://unesdoc.unesco.org/images/0021/002158/215863e.pdf

UNESCO issued this publication to demystify the concept of Open Access (OA) and to provide concrete steps on putting relevant policies in place. Building capacities in Member States for Open Access is a necessary but not sufficient condition for promotion of the concept. Creating an enabling policy environment for OA is therefore a priority.
This publication will serve the needs of OA policy development at the government, institutional and funding agency level. The overall objective of the Policy Guidelines is to promote Open Access in Member States by facilitating understanding of all relevant issues related to Open Access.
The guidelines are not prescriptive in nature, but are suggestive to facilitate knowledge-based decision-making to adopt OA policies and strengthen national research systems.
Written by Dr. Alma Swan, an eminent expert in the field of Open Access, the draft went through an open consultation and peer review at the Open Access Community in the WSIS Knowledge Communities.
The Policy Guidelines can be used by individuals as a basic text on Open Access and related policies. The publication will be useful to both the beginners as well as experienced in the world of Open Access, and will assist the decision-makers, administrators and research managers to focus on OA policy development.
